At the 13^th hour, in the waning of February, California finally enacted a budget.

Some of the provisions of the agreement that made the budget possible will have a very direct impact on homeless and low-income people.

Once again, recipients of Supplemental Security Income—the Federal cash grant for senior citizens and people with disabilities—will see the state hold back adjustments that would increase their income to meet inflation. CalWORKS grants, which assist low-income families with children, will also stagnate and fail to meet inflation.

Proposition 1A, which will appear on the May ballot, would allow the Governor to reduce spending on both of these without approval from the legislature.

Proposition 1E would allow Mental Health Services Act funds to be reallocated so that steady funding can be moved from mental health services to other budgets.
